MKII/MKIII/MKIV Timed Collection Software Restart
Forced restart of the collection software. This routine will update the information in restart.dta and will check the proximity to GMT midnight. If the time is more than one hour from GMT midnight the software is restated, otherwise it will continue in its scheduled operation.
